Slab Exposure and Weepholes

In the photo there is not a minimum 4" slab exposure as required. With masonry (Stone, Stucco, Brick) the bottom of the masonry on an exterior wall should be at least 4" above grade. It is a 2" minimum requirement for masonry above concrete. With siding to grade the minimum slab exposure is 6".  
Also there are no weepholes as required at a maximum allowable of 33" apart.
